' <br /> In a previous Memo (C.D. ��82-59) I suggested the possibility <br /> of reducing departmental mailing costs by changing the <br /> method of delivering Notices of Violation. <br /> The current practice provides that Notice of Violation <br /> be delivered by Certified Mail. This process insured <br /> a receipt of delivery and the date of delivery. This date <br /> was important in that it started the clock on enf orcement <br /> procedures and provided proof of Notice. <br /> Mailing costs in the Inspection Division amounted to $2359. 00 <br /> as of September 9 , utilizing the Certif ied Mail approach. <br /> Using regular lst class mail, the same volume of service would <br /> have cost $304. 40, a difference or saving of $2, 055. 00. <br /> The savings over the entire pear and future year.s should be <br /> s ignif icant. <br /> The Legal Department advises that no signif icant change will <br /> occur in our enforcement process by this change. <br /> Staff is reco�ending the attached amendment to �he Property <br /> Maintenance Code to permit the changes in nailing procedure. <br /> fr <br />
