19 . All vehicles used by li�ensees hereunder to collect and <br /> haul garbage are subject to inspection at the discretion of the <br /> City Manager and at reasonable hours to assure conformance to the <br /> requirements hereof. <br /> 20 . The rates charged by licensees hereunder for collecting <br /> and hauling garbage shall be fair and reasonable . Each such <br /> licensee at the time of application for a license shall turn over <br /> to the City Clerk its schedule of rates for service rendered, <br /> and any changes in such schedule must, prior to the time of <br /> takin effect, be re orted to the Clerk in writin . No char e <br /> g P g g <br /> shall be made by such licensee in excess of such rate schedule <br /> on file with the Cit Clerk. <br /> Y <br /> 21. Licensees hereunder shall bill their customers <br /> on a regular and consistent basis , but not more frequently than <br /> once every r+onth. <br /> 22 . At all times that garbage is outdoors awaiting collection <br /> by a licensee hereunder, every tenant, lessee or occupant of <br /> every dwelling or commercial or office establishement in the City <br /> of Decatur shall keep all such garbage in approved garbage containers <br /> as listed herein, and only in such containers : (1) water tight <br /> containers with tight-fitting insect-proof covers , with strong handles <br /> on the outside, and a capacity of not less than 20 gallons nor more <br /> than 30 gallons with a total weight when full not exceeding 35 lbs ; <br /> provided that, containers designed for the mechanical handling <br /> of garbage may be in excess of said limitations on size and weight, <br /> but such must be maintained in a water tight condition with tight- <br /> fitting lids; or (2) plastic bags , of at least 1 .5 mil. thickness , <br /> tied at the top, and a capacity of not more than 30 cubic feet <br />
