. , ` - , <br /> -2- . <br /> WHEREAS, it is deemed necessary and for the best interests <br /> of the inhabitants of said City, and in order to promote and protect <br /> the public health, safety and welfare of the inhabitants and citizens <br /> of said City, that it borrow money for the purpose of paying the cost <br /> of constructing necessary improvements and extensions to the existing <br /> system of surface water drains in and for said City, and including <br /> the cost of preliminary, and subsequent final engineering required <br /> before such construction, such improvements and extensions to include <br /> the replacement of existing drains by drains of greater capacity, <br /> construction of additional drains, construction of interceptors and <br /> open channel drains, making ad�ustments to the grade of various <br /> existing drains, catch basins, culverts and outlets, the construc- <br /> tion and installation of additional basins, catch basins, manholes, <br /> culverts, head-walls and similar structures and all appurtenances <br /> necessary and incident thereto to make the same an integral part <br /> of the existing and future surface water drainage system of the <br /> City, and all being necessary to further adequate drainage of <br /> surface waters for those areas within the City which are referred <br /> to specifically as drainage areas numbered 1, 2, 3, 11, 12, and 15 <br /> of a Report on Storm Drainage for said City prepared by Warren <br /> and Van Praag, Inc. , Consulting Engineers, dated June 14, 1966, <br /> and as supplemented by a report dated November 30, 1981, of the <br /> Department of Public Works ove r the signature of William B. Sands, <br /> P.E. , Director, and as further supplemented by the pro�ect <br /> identification and cost estimate included in said Report, which <br /> said Report and said supplemental matters thereto have heretofore <br />
