The City of Decatur, Macon County, Illinois, <br /> ��cting by its Council, may, from time to time, borrow money for <br /> proper public purposes and in evidence of such borrowing, issue its <br /> full Paith and credit bonds (general obligation) payable from ad <br /> �►alorem taxes to be levied without limitation as to rate or amount, <br /> �igainst all taxable property situated within the City. Such bonds <br /> niay be issued without the submission of the question of their issuance <br /> t:o the electors oP the City Por their approval and the procedures <br /> 2'or the issuance of such bonds shall be substantially as herein <br /> provided. <br /> Section 2. The Council oP the City of Decatur shall <br /> Fidopt an ordinance (hereinafter designated the "Bond Ordinancer' ) <br /> ciescribing the public purpose or purposes to be served by such bor- <br /> z°owing and in such Bond Ordinance shall make a Pinding and deter- <br /> raination that such borrowing oP money is necessary for the welfare <br /> of the governme.nt and affairs of the City, is a proper public <br /> ��urpose or purposes and is in the public interest, which finding <br /> �ind determination shall be deemed conclusive. <br /> Section 3 • �e Bond Ordinance shall indicate the amount <br /> c�f money necessary to be borrowed, the amount of bonds to be issued <br /> :in evidence thereof, shall fix the details of such bonds, including <br /> �their date, number, denomination and maturity, which shall not exceed <br /> :Porty (40) years from the date oP said bonds, and their rate of <br /> :Lnterest. The bonds shall be sold in such manner and at� such price <br /> �3s may be determined by the Council. . <br /> -2- <br />
