Qo�� L a-� <br /> AN ORDINANCE AUTHORIZING THE FINANCING OF THE <br /> RENOVATION, RECONSTRUCTION AND EQUIPPING OF <br /> CERTAIN SHOPPING CENTER FACILITIES; AUTHORIZIKG THE <br /> ISSUANCE OF $3,300,000 ECONOMIC DEVELOPMENT REVENUE <br /> BONDS (BRETTWOOD VILLAGE ASSOCIATES PROJECT) II� <br /> CONNECTION THEREWITH; AUTHORIZING THE EXECUTION <br /> AND DELIVERY OF AN INDENTURE OF TRUST BETWEEN THE <br /> CITY OF DECATUR, ILLINOIS AND CHICAGO TITLE AND <br /> TRUST COMPANY, AS TRUSTEE, AND A LOAN AGREEMENT <br /> BETWEEN THE CITY OF DECATUR, ILLINOIS AND BRETTWOOD <br /> VILLAGE ASSOCIATES, AN ILLINOIS LIMITED PARTNERSHIP <br /> PROVIDIHG FOR ISSUANCE OF SAID BONDS AND THE <br /> APPLICATION OF THE PROCEEDS THEREOF TO FINANCE <br /> SAID PROJECT; AUTHORIZING THE EXECUTI01� AND <br /> DELIVERY OF A BOND PURCHASE AGREEMENT PROVIDING <br /> FOR THE SALE OF SAID BONDS TO JOHN NUVEEN & CO. , <br /> INCORPORATED (THE "UNDERWRITER") AND RELATED MATTERS. <br /> WHEREAS, the City of Decatur, Macon County, <br /> Illinois (the "City" ) , has a population in excess of 25,000 as <br /> determined by the last off icial census, and accordingly pursuant <br /> to the provisions of the 1970 Constitution of the State of Illinois , <br /> and particularly Article VII, Section 6(a) thereof, said City <br /> is a home rule unit, and as such may exercise any power or perform <br /> any function pertaining to its government and affairs; and <br /> WHEREAS, pursuant to said home rule powers Ordinance <br /> No. 5768 was adopted by the City Council and approved by the <br /> P'Iayor on February 5, 1973 and Ordinance No. 7056 amending <br /> said Ordinance No. 5768 was adopted by the City Council <br /> and approved by the Mayor on December 22, 1975 and Ordinance <br /> No. 79-70 further amending Ordinance No. 5768 was adopted <br /> by the City Council and approved by the Mayor on May 21, 1979 <br /> (Ordinance No. 5768 as amended by Ordinance No. 7056 and <br />
