r <br /> _ , �'���+����� <br /> � <br /> ` ' ORDINANCE NO. � - b � <br /> ORDINANCE AMENDING CITY CODE <br /> CHAPTER 68 - SEWER CONNECTIONS <br /> WHEREAS, the cost and expense to property owners to <br /> connect to sewers when the same become initially available <br /> to serve certain premises in the City have increased substantially <br /> in recent years; and, ' <br /> WHEREAS, if sewer connection charges must be paid in total <br /> at one time prompt connection to sewers upon the same becoming <br /> available is discouraged; and, � <br /> WHEREAS, delay in connecting premises to sewers can and <br /> does create conditions which threaten the public health, safety <br /> and welfare; and, <br /> WHEREAS, provisions of a program by which such charges may be <br /> paid in installments will encourage more timely connection to <br /> sewers and will enhance the public health, safety and welfare; and, <br /> WHEREAS, in certain areas of the City formerly served only , <br /> with combined sewers carrying both sanitary sewage and water drains <br /> have been provided to relieve such combined sewers from surcharge <br /> - by surface water, and more such systems will be provided in the future; �! <br /> and, <br /> WHEREAS, unless and until the induction of surface water <br /> into such combined sewers is reduced to a practical irreducible <br /> minimum the same remain liable to surcharge and overflow causing <br /> sewer back-up and a consequ�nt threat to the public health, safety <br /> and welfare as well as inconvenience and damage to property; and, <br /> WHEREAS, it is necessary to the public helath, safety and <br /> welfare that where such separate systems of surface water drainage <br /> have been provided the futher induction or admission of surface <br /> water into existing combined sewers be terminated, the main <br /> sources of such being downspouts and roof and area drains . <br /> NOW, THEREFORE, BE TT ORDAINED BY THE COUNCIL OF THE CITY <br /> OF DECATUR, ILLINOIS: <br />
