Page 12 - City Plan Commission - 4-3-80
As to he need to reduce the mile anti-impaction clause
for small facilities , saf supports a reduction for smaller
facilities as it is reasonable to argue that they have a much
smaller impact than the lraer cae facilities due to scale.
Staff supports a mile anti-impactior. clause rather than
the 1/6 mile proposed to assure a higher degree of scatteration
o the facilities throughout the community.
The request to remove lot area requirements is not supported
by staff because a minimum size was established to help assure
minimum impaction on immediately surrounding properties and would
allow for adequte yard space for aesthetic and recreational
functions . We are, however, willing to support a reduction in
lo size for smaller facilities . Lastly, the request proposes
defining the off-street parking requirements of small facilities .
Staff supports the proposed change in off-steet parking re-
quirements . We have prepared an alternative proposal for amend-
. ir.g the Zoning Ordinance to further accommodate smaller care
facilities which the commission has received that details the
chna,es staff would support.
The .following is the aetails of the proposed text changes :
Section ::XI .A. 1. Special Use Regulations
() Resider,tial Care Facilities - l . Those facilities of
more than 12 bes when located in R-5 or R-6 zoning districts
and at least mile from other such facilities of more than
12 beds , and located at least 4 mile from those faCilities of
12 beds or less 4nd on a site containing a lot area of at
least acre plus an additional 50 square feet of lot area
for each bed.
2 . Those facilities of 6 to 12 beds when located in R-5 and I
R-6 residential districs at least < mile from any other resi- I
dentiai care facility and on a site containing the minimum lot '
area of the district in which it is located pius an additional
500 square feet per bed in the facility.
3. Those facilities of 5 beds or less when located in resi-
dential districts and at least a mile from any other residential
care facility and on a site containing the minimur,i lot area of
the district in which it is located, plus an anditional 500
square eet per bed in the facility.
Amendment to off-street parking requiremer.ts Section XX.A by
adding paragraph 28 .
28 . Small residential care facilities of 12 becs or 1ess .
