Page 10 - City Flan Commission - 4-3-80 <br /> Nls . Betty Hanover, Governor ' s Commission on Real Estate , was <br /> present. She said that there are no naticeable differences <br /> between neighborhoods which have residential care facilities <br /> and those wnich do not. <br /> Mrs. Henrietta Armstrong was present. Mrs . Armstrong is a <br /> handicappea person, a housewife , a mother, a student and a <br /> volunteer. She has a son who is also handicapped , and she <br /> said that she has placed him in a residential care facility <br /> s d chan es . <br /> in another city. She supports the propo e g <br /> Ms . Sharon York, a hancicapped individual , was also present <br /> to speak. She said that she felt that the group homes should <br /> be encouraced to develop a normal home situation. <br /> Mr. Merlin Outcalt, 1811 Burning Tree Drive , was present to <br /> speak in support of the petition. <br /> Mrs . Marjorie Dauber was present to object to the petition. <br /> She said that she could not see the use of the residential <br /> care facil�ties . If they are permitted, she asked that they <br /> be well supervised. <br /> A1r. Wilkerson said that the ?08 Board has agreed with the 1/4 <br /> mile separation between homes rather than their original re- <br /> quest of 1/6 mile. They are still asking that the homes be a <br /> permitted use rather than a special use. <br /> N�.rs . Margaret Dick, president of the Macon County 708 Boarci, <br /> was present. She asked w*hat criteria would be used for a <br /> special use permit which their proposal would not cover. <br /> Mr. Menzies said that each application for a special use permit <br /> woulC be juaged on its own merit. The city would have the <br /> power to iirrit the r.umber of persons in the �`acili�j. Mrs . <br /> Dick did not �eel that was a danger, because the facility <br /> woulc be reguiatec by so many other agencies. <br /> Mrs. Barbara Dobbs was present. She wanted to know why Wood- <br /> ford Homes was placed on five city lots . N'�r . Menz.ies said <br /> that they were meeting the requirements of the present Zoning <br /> Ordinance. Staff is presently supporting reducing the size <br /> of the lot area for small residential care facilities . <br /> Nlr . i�'ilkerson said that the licensing agency (state) will <br /> regulate the ntunber of persons in each facility. He said that <br /> he still does not understand what a special use permit can <br /> regulate that will not be regvlated by another agency. <br /> Ms . Wilmeth s�id that she knows a lot of people who are present <br /> and has confidence that they are being run competently. She <br /> said that she felt that the intentions were good. <br />
