The minimum charge for the issuance of any permit <br /> shall be $5.00 . <br /> 14 . OPENING NEW PAVEMENTS <br /> If, by special action of the City Manager, a permit is <br /> issued to open any pavement less than three years old, an <br /> additional charge will be made for such opening. This additional <br /> charge shall be on a sliding scale and shall be two percent (2$) <br /> of the regular charge for each unelapsed month or fraction thereof <br /> of the three year restricted period. For example, if the pavement <br /> is 27 months old, when the opening is made , the additional charge <br /> will be eighteen percent (18�) over the regular charge. If the <br /> pavement is 9 months old when the opening is made, the additional <br /> charge will be fifty-four percent (54$) over the regular charge. <br />
