Item Coversheet Page 1 of 1 <br /> � <br /> Purchasing <br /> DATE: 9/2/2016 <br /> MEMO: 16-OS <br /> TO: Honorable Mayor Moore Wolfe and City Council <br /> FROM: Tim Gleason,City Manager <br /> Gregg Zientara,Financial Management Director <br /> Deborah M.Perry,Purchasing Supervisor <br /> SUBJECT: Bids for Training Tower Stairs and Door <br /> SUMMARY RECOMMENDATION: Staff recommends awarding a contract to King Lar Company to furnish the training tower <br /> stair and door project at Fire Station#2located at 2707 E.William Street. <br /> BACKGROUND: The training tower is needed for training firefighters appropriately for the variety of calls they respond to,and <br /> in addition the Fire Department is required to have a training tower as part of their ISO rating. The training tower allows the Fire <br /> Department to conduct hands on training with all the equipment they carry on the fire apparatus. Recently the Fire Department has <br /> been unable to teach new recruits in Decatur,and they have to use towers outside the city limits which is not practical. <br /> In 2006 Chastain and Associates inspected the training tower used by the Fire Department. At that time,their report indicated <br /> parts of the training tower building were unsafe to use. The proposed costs outlined in the report would not make the structure last <br /> in the long-term. At this time,it was decided to replace the training tower. A new tower was designed and funds were included in <br /> the City budget for FY2008-2009 however the funding had to be redirected due to budgetary pressures. <br /> Design plans were updated in 2012 for the training tower. In 2013,a foundation was poured for the new tower and shipping <br /> containers were ordered and received. The shipping containers were stacked in place and welded together during 2014.In 2015 <br /> the old tower had asbestos removed and was finally demolished. <br /> The final phase for the new training tower is the stair and door project.
