She said that there are no noticeable differences <br /> betweer, neighborhoods which ha��e residential care facilities <br /> and those wnich do not. <br /> Mrs. Henrietta Armstrong was present. Mrs . Armstrong is a <br /> handicappen person, a house�.*ife , a mother, a student and a <br /> volunteer. She has a son who is also handicapped , and she <br /> said that she has placed him in a residential care facility <br /> in another city. She supports the proposed changes . <br /> Ms . Sharon York, a handicapped individual , was also present <br /> to speak. She saic� that she felt that the group homes should <br /> be encouraged to develop a normal home situation. <br /> MY. Nerlin Outcalt, 1811 Burning Tree Drive , was present to <br /> speak in support of the petition. <br /> Mrs . N,arjorie Dauber was present to object to the petition. <br /> She said that she could not see the use of the residential <br /> care facilities . If they are permitted, she asked that they <br /> be well supervised. <br /> D1r. T��ilkerson said that the �08 Board has agreed with the 1/4 <br /> mile separation between homes rather than their original re- <br /> quest of 1/6 mile. They are still asking that the homes be a <br /> permitted use ra�her than a special use. <br /> N�.rs. Margaret Dick, president of the Macon County 708 Board, <br /> was present. She asked what criteria would be used for a <br /> special use permit which their proposal would not cover. <br /> A:r. Menzies said that each application for a special use permit <br /> would be jungea on its own merit. The city would have the <br /> power to lin:it the number of persons in the facili�y . Nirs . <br /> Dick did not feel that was a danger, because the facility <br /> wouid be regulated by so m�any other agencies. <br /> Mrs . Barbara Dobbs was present. She wanted to know why Wood- <br /> ford Homes was placed on five city lots . N'�r. Menzies said <br /> that they were meeting the requirements of the present Zoning <br /> Orcinance. Staff is presently supporting reducing the size <br /> of the lot area for small residential care facilities . <br /> Nlr . 4�'ilkerson said th�t the licensing agency (state) will <br /> regulate tne r.urr.ber of persons in each facility. He said that <br /> he still does not anderstand what a special use ger;nit can <br /> regulate that will not be regulated by another agency. <br /> Ms . 4�'ilmeth said that she knows a lot of people who are present <br />' and has confictence that they �re being run eompetent2y. She <br /> said that she felt that the intentions were good. <br />
