Notwithsta ding any provision to the contrary in said code or in other ord'nance, rule or regulation of the State of Illinois or the Ci of Decatur, Illinois, no connection shall be made to sanitary sewer which will permit surface or storm water drain ge into said sewer, and no connection shall be made to surface or storm water drain or sewer which will permit sani ary sewage to be admitted into such surface or storm water drain or sewer. No connection shall be made to an existing combinat on sewer unless evidence satisfactory in the judgment of the Director of Public Works is submitted to him to clear y show that the existing use thereof along with the additional us as a result of the proposed connection are less than six y per cent of the capacity of the existing sewer under all rea onable �conditions, and that there is no reasonable feasible al ernative to provide service other than by the connection propo ed. Section 17. The City M nager is hereby authorized to cause to be established, promulgat d, published and enforced such II reasonable rules, regulations, standards , specifications or procedures, not in conflict ca�ith the provisions hereof, as may to said officer appear to be necessary or convenient to administer the same and to carry out the intent and purpose hereof.
