z ` � � � , , � c specifications including design data for sanitary sewers, watermains, surface water drainage and drains, streets, sidewalks, driveways, parking lots, entrances , fire hydrants and utilities and submit the same to an� obtain the approval in writing of the Director of Public Works and the Director of Community Development of the City of Decatur, Illinois, of said plans and specifications and that which is shown therein. (b) That before applying for a building permit applicable to said premises , and before commencing any construction or any improvement on said premises , petitioner (1) construct or cause to be constructed the road shown on Exhibit A extending from Pershing Road and affording access to said premises at the east property line thereof, or furnish bond for the construction of the same in accordance with subparagraph (c) hereof, said road to meet all applicable Construction Standards of the City of Decatur, and (2) dedicate said road to the City. (c) That before applying for a building permit applicable to said premises , petitioner cause the facilities mentioned in sub-paragraphsa&b hereof to be constructed in compliance with the plot plan aforesaid, and in compliance with said approved plans and specifications, and with all applicable codes and ordinances of the City, or that petitioner furnish bond in sucli amount as may be determined by the Director of Public Works and in such form and with such surety as may be approved by the Council upon the recommendation of the Corporation Counsel , conditioned upon such construction within two years from the date hereof of any part of said facilities not so constructed before such building permit is applied for. (d) That, subject to the approval of and in accordance with the requirements of the Department of Transportation of the State of Illinois, petitioner cause to be placed at the intersection of the above mentioned road with Pershing Road traffic control signals exhibiting different colored lights successively one at a time. (e) That in tr:e development of said premises under said special permit and the construction of any and all improvements therein, petitioner comply with all applicable building, construction, mechanical, zoning and use codes and ordinances of the City.
