Allen, City Manager <br /> FROt�t: Charles Cherches, Director <br /> �-�� Dept. of Community Development <br /> SUBJECT: Conder.ulation of Lot at 950 North Jordan Street <br /> The lot is located at 950 North Jordan Street, Lot 26 of S . Powers <br /> subdivision of Lot 6 , etc. , Chicago Title Insurance Committment <br /> #18347 dated May 15, 1977 , indicates that the title to this =eal <br /> estate is in the heirs at law or devisees of Henry C. Boehm. <br /> The general taxes for 1964 through 1975, inclusive, have been for- <br /> feited to the state. The total of eleven years taxes , excluding <br /> penalties and interest, was $179 .74 as of June 20 , 1977 . In ad- <br /> dition, the City of Decatur has a weed cutting lien for several <br /> years beginning in 1969, the total amount beinq $210 . 00 . In ad- <br /> dition, the Illinois Department of Public Aid claims a lien against <br /> the property to the date of . death of Mr. Boehm in the amount of <br /> $7 ,876 .38 as of July 25, 1975. The total amount of liens on the <br /> pzoperty is $8 , 266 . 00 . <br /> An affidavit of heirship of Mr. Boehm was prepared indicating that <br /> there are a minimum of twenty-two heirs who would have to sign a <br /> deed to the property subject to the above liens in order for a : <br /> transferee or purchaser to obtain title. The whereabouts of th=ee <br /> of the heirs is unknown, and at least two heirs live in California. <br /> Our� efforts to date have been unsuccessful in acquiring the nec- <br /> essary signatures . We have besn advised that a condemnation suit <br /> will be required. <br /> The City has developed the authority for condemnation of this <br /> property by previously designating a ten census tract area as the <br /> Decatur Neighborhood Preservation District. <br /> We have previously initiated condemnation suits on two Condit Street <br /> properties which were successfully completed on August 29 , 1978 . <br /> With your concurrence, I would like to receive Council authority to <br /> proceed with this case at the earliest opportunity due to the long <br /> period of time required for the legal procedures . <br />
