ORDINANCE N0. �I.3 S ORDINANCE AMENDING ZONING ORDINANCE - OFFIC� DISTRICT USE REGULATIONS - WHEI2EAS , on �h� 6th day of July and on the 3rd day of August, 1978 , upon due notice, the Decatur City Plan Commission held a public hearing on the petition of the Director of the Department of Community Development to amend the use regulations in the O-1 Office District; and, WHEREAS , the Decatur City Plan Commission did recommend that the prayer of said petition be granted and said regulations � be so amended. NOVv, THER.EFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DECATUR, ILLINOIS: Section I . That the recommendation of the Decatur City Plan Commission be, and the same is hereby, received, placed on file and approved. Section 2. That Ordinance No. 3512 of the City of Decatur, as amended, the same being the Zo:�ing Ordinance, be, and the same is hereby, amended at Section X B (3? thereof, so that said Section as so amer.ded shall provide as follows : Office or office building, clinic or studio, prescription pharmacy, medical laboratory, and hair stylist, beauty parlor, or barber shops , provided that such hair stylist, beauty parlcr, or barber shop serves its clients �y appointment csizly, where no commodities �re sold except that of hair grooming products , and where such use is located within an office building, and ta'.�ces up less than one third of the total floor ar�a of the whole building; and provided there shall be no advertising sign or device on any part of the building or premises other than one non-illuminated building identification sign for each principal building which indicates only the name and address of the building and;or names of the affices or professional persons occupying ' the building. Such sign shall only be displayed flatly against the surface of the buil�ing, and shall not exceed �� Five (5) percent of the area of the wall upon which it i_s mounted; and provided further that no building shall be constructed with, or aitered to create a store front, shoca tiTindow or display wi��ocv; that there sl-iall be nc display from windows cr doors and no storage of inerchandise in the building or cn the premises ; and that no machiner�� or equipment otr.er than that customarily use� ir. t�� abc�-e stated business and professional office uses shal.l be used or stored in the buildina or on the lot.
