DEPARTMENT OF WATER MANAGEMENT <br /> Memorandum No. 2016-13 <br /> September 26, 2016 <br /> TO: Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Keith Alexander, Director of Water Management <br /> SUBJECT: South Water Treatment Plant Generator Switchgear Control System <br /> Replacement, City Project 2016-34 <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing Altorfer Inc. South Water Treatment Plant <br /> Generator Switchgear Control System Replacement Contract at a cost not to exceed $188,734. <br /> BACKGROUND: <br /> The South Water Treatment Plant (SWTP) requires a significant amount of electricity 24/7/365 <br /> to purify and pump drinking water to our customers. The plant has a 4,160 volt electrical supply <br /> from Ameren Illinois with two separate overhead wire feeds. The Ameren supply is interrupted <br /> without warning several times annually. When interruptions occur, the SWTP has two large <br /> Caterpillar diesel powered generators to supply electricity to the plant. The Caterpillar <br /> switchgear control system that automatically turns the generators on when interruptions occur <br /> was installed in 2001. <br /> Over the past 15 years the switchgear control system has been maintained by Altorfer Inc., our <br /> area Caterpillar authorized representative. However, critical components of the system have <br /> reached their reliable service life and require immediate replacement. Due to age, these critical <br /> components are no longer available from Caterpillar or elsewhere. <br /> Therefore City staff negotiated a switchgear control system replacement contract with Altorfer <br /> consisting of the following work: <br /> Proposal No. 106662-1: Inspect and maintain the switchgear and components that <br /> connect to the South Water Treatment Plant's electrical supply to ensure that the <br /> switchgear is in good working order prior to replacing the switchgear control system at a <br /> cost of$18,424. <br /> Proposal No. 106666-1: Program and replace the switchgear control system touchscreen, <br /> programmable logic controllers, transducer, PLCs, software and other components, and a <br /> minor contingency at a cost of$170,310. <br /> The total cost of the contract is not to exceed $188,734. <br />
