The Water Department, upon such schedule as shall be de- <br /> termined by the Director thereof, shall cause each water meter to be <br /> read regularly each classification period applicable to each meter <br /> and shall promptly return such readings to the Department of Finance. <br /> The Department of Finance shall compute the appropriate charges for <br /> water furnished in accordance with this ordinance and shall bill for <br /> the same. The water bill shall set forth the period during which the <br /> charges shown thereon accrued, the amount of the service charge, the <br /> amount of the water furnished charge, the amount of water furnished, <br /> the due date of payment and the charge, including penalty if any, <br /> for lack of payment on or before said due date and any other charges <br /> connected with such service including the amount and the reason for <br /> the same. <br /> 14 . In the event a meter is not accessible to be read at the <br /> time usually sc-heduled for such reading so that the same is not then <br /> read charges may be based on an amount of water estimated to have <br /> been furnished through said meter determined in the same manner as <br /> provided in Section 8 hereof. Not more than two consecutive bills <br /> based on estimates shall be permitted. It shall be the duty of the <br /> owner of the premises or the person in possession thereof to arrange <br /> . <br /> with the Water Department for a special time at which the meter will <br /> be accessible for such purpose at the usually scheduled time for such • <br /> reading for the period next succeeding the second successive bill <br /> based upon estimate. A fee of $4. 00 shall be charged for a special <br /> reading requested to be made during regular departmental working <br /> hours and a fee of $15. 00 for a special reading requested to be <br /> made during a time other than regular departmental working hours . <br /> Failure to cause the required reading to be timely made shall be <br />
