That interests of the City in property whether real <br /> or personal may be disposed of or encumbered in such manner, upon <br /> such notice, upon such conditions and limitations, for such considera- <br /> tion, and by such officers or employees , as the Council shall from <br /> time to time by ordinance or resolution direct, authorize or approve <br /> either generally or with relation to specific property, or classes , <br /> thereof, or interest or interests therein. <br /> Section 4. That the City Code be, and it is hereby, amended at <br /> Section 9 of Chapter 4 thereof so that said section as so amended <br /> shall provide as follows : <br /> 9. The affirmative vote of four members of the Council <br /> is required to adopt a resol.ution or to pass an ordinance <br /> unless a greater number is otherwise required by an applicable <br /> ordinance. The affirmative vote of five members of the Council <br /> is required to adopt a resolution or pass an ordinance which: <br /> (a) Makes an emergency appropriation; <br /> (b) Grants a zoning variance not approved by <br /> the Zoning Board of Appeals; <br /> (c) Amends the Zoning Ordinance or a zoning <br /> district where there is on file a protest <br /> conforming with the applicable provisions <br /> of the Municipal Code; <br /> (d) Authorizes a contract pertaining to a public <br /> improvement involving an outlay of $2,500. 00 <br /> or more without bidding; or, <br /> (e) Grants a zoning special permit. <br /> Section 5. That said Code be, and it is hereby, amended at <br /> Section 6 of Chapter 13.1 thereof so that said Section as so amended <br /> shall provide as follows : <br /> 6. Purchase of materials, good or contracts for <br /> service involving an outlay of $2,500. 00 or more shall be <br /> made upon receipt of bids or in such other manner as the <br /> Council may direct. <br />
