The form of the proposed Pollution Control Revenue Bonds (Archer-Daniels-Midland Company Pro�ect) Series 1976 (the "Bonds") to be issued in the aggregate principal amount of $6,335,000; 4. The form of Bond Purchase Agreements to be dated as of the effective date of this Ordinance (the "Bond Purchase Agreements") , between the Issuer, the Company and the purchasers named therein (the "Purchasers" ) ; and 5. The form of the Preliminary Placement Memorandum of the Issuer dated September 9, 1976 (which together with a final Placement Memorandum is herein called the "Placement Memorandum" ) describing the Bonds; � NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DECATUR, MACON COUNTY, ILLINOIS, AS FOLLOWS : Section 1. That the form, terms and provisions of the proposed Loan Agreement and Indenture be, and they hereby are, in all respects approved, and that the Mayor and the Clerk of the Issuer be, and they are hereby authorized, empowered and directed to execute, acknowledge and deliver such instruments in the name and on behalf of the Issuer, to cause the Loan Agreement to be delivered to the Company and to cause the Indenture to be delivered to the Trustee; that the Indenture shall constitute a lien for �he security of the bonds at any time issued thereunder upon all right , title and interest of the Issuer in and to the revenues and . receipts dei°ived by the Issuer from the Project , including th� payments, revenues and receipts derived from the Loan Agreement �and said revenues are hereby and in the Indenture pledged for such _3_ ;; __ _.___,�____._.--.- - - - - - � ----__ _-�--- . ..� _ ---- - _ ._. ._.--1
