That the City Code of the City of Decatur, <br /> Illinois, be, and the same is hereby, amended at Chapter 21 .1 <br /> thereof so that said Chapter as so amended shall be titled <br /> and shall provide as set out in Exhibit A hereto attached <br /> and hereby made a part hereof as if fully set forth herein. <br /> Section 2 .
