That warrants against and in anticipation of the taxes <br /> above levied for the payment of the ordinary and necessary expenses of <br /> the City for the current fiscal year, are hereby authorized to be drav�m <br /> by the Mayor and City C1erDc to the extent of seventy-five per centum of <br /> the total amount of any such tax levied herein in accordance with the <br /> Statutes in such case made and provided, and subject to the provisions <br /> thereof. <br /> Section 4.
