� -4- installment thereof, and for the letting of the contract of said improvement, and for the payment of the work and materials, all, each and every proceeding shall accord with and be governed by an Act of the General Assembly of Illinois , entitled, "Local Improvments , " being Chapter 24 , Illinois Revised Statutes , Article 9, and all Acts amendatory thereof. . , SECTION 15 : BE IT FURTHER ORDAINED that management of said improvement shall be under the general supervision of the Baord of Local Improvements of the City of Decatur, Illinois . SECTION 16 : BE IT FURTHER ORDAINED that the Corporation Counsel of the said City of Decatur, Illinois , be and he is hereby authorized and directed to file a petition in the Circuit Court o� Macon County, Illinois, in the name of the City of Decatur, Illinois, praying that steps may be taken to ascertain the compensation to be made for private property � to be taken or damaged for such improvement, and for the purposes specified in this Ordinance, and to ascertain what property will be benefited by such improvement, and the amount of such benefits to be levied for such improvement in accordance with the provisions of this Ordinance and in the manner prescribed by law. SECTION 17 : BE IT FURTHER ORDAINED that for the purpose of anticipating the collection of the second and succeeding installments of said special assessment for said improvement, the said City of Decatur, Illinois, shall issue Vouchers and/or bonds payable out of said installments, bearing interest at the rate of seven per cent (7�) per annum, payable when collected, and sic�ned by the Mayor and City Clerk of said City, under the Corporate Seal of the said City of Decatur, Illinois; said Vouchers and/or bonds to be issued in accordance with and conforminq in all respects to the provisions of Article 9 of the Act above referred to.
