� 16 presentin g interest payai�le on the bonds on January 1, 1976, and which escrow agreement shall further provide that the amount so deposited shall be invested in investments permitted by State law and havin g such maturities that sufficient funds will be available for the prompt pay- ment of said interest coupons numbered one, and includi.ng paying agency fees and fees for acting as such depositary. Faying agency fees and fees for acting as such depositary shall be deducted from the earnings of such investments and the amount xemaining of such earnings shall be paid to the City Treasurer for deposit in the Constructi on Fund herein- after provided for and the amount withdrawn from the proceeds of the sale of said bonds shaZl be deposited into said Construction FZind fro� the taxes herein levied for the yeax 1975 when the same will have been collected. Section 7. That subject to the withdrawal of certain monies as provided for in Section 6 hereof, the proceeds received fxom the . sale of the bonds herein authorized shall be deposited into a Construc- tion Account to be designated "Surface Water Drainage System, Drainage Areas Numbered 2, 3, 9, 12 and 15, of the City of Decatur, Illinois - 1975t', and be used solely and only for th�e purpose for v�ich the bonds were authorized and the Council of said City hereby represents and cer- tifies to the puxchaser of the bonds herein authorized and to al.l subse- quent holders thereof that:
