That The Building Code, the same being Ordinance No. 5919, adopted Februaxy 25, 1974, be,and it is hereby, amended at Section 20 thereof so as to provide as follows: ►'20, Pux�uant to and in accordance with applicable provisions o� statute xegarding the a�ptior� by zeference of certain codes and other matters, the Life Safety Code 1973 of the National Fire Protection Association; and the Fire Preve�stion Code, 197� Edition, of the American In- suranae Association; and, excepting therefrom Articles 1, 6, 11, 12, 14, 15, 17 and 18 and Sections 3� thraugh 304 and each of the 9ab-sections the reof of Article 3, The Basic Building Cbde of the Building Official� and Code Administra- tors International, Inc., Fifth Edition, commonly known as The BOCA Ba$ic Building Code/1970, along with the Accumula- tive 9upplement 1973 thereto; and, excepting therefrom Chap- ter 9 and Parts IV through VI, the One and Two Fa�nily Dw�ell- ' ing Code 19"I1 of Nbdel Dw�elling Code Committee, and the Ac- cumulativ� S�pplem�nt 1973 thereto, are adopted by reference and shall be in full force and effect from and aft�x the ef- fective date hereof; provided, that the e3cpr�ss provisivns of this o�dinance in conflict with an y provision of said codes sha11 take preaedence thereover to the extent of such conflict; and provided further, in the event of conflict among applicable provisions of the codes adopted hereby, that code specifically applicable to the subject of the conflict shalt govern." � Sectiwn 2. That said Code be, and it is hereby, amended at Sec- _ tion 29 thereof, so as tv provide aa followss "29. In evexy building u�aere there is h�man occupar�cy or employment, toilet rooas with water closets, urinals, and lavatories shall be provided as required by the Plu�biag Coc3e, Tab1e 7.;�1,2, Both hot and cold water sha11 be provided to all lavatories, bathtubs and showexs. Water closets and uri- i nals shall be placed in rooms or com�paYtments w�ich are devoted e�oclusively to toilet facilities. Partitions enclos3ng toilet rooas shall be solid except for the ent�ance doot, and �hall ex- � tend from the floor to the ceiling. Partitiona separating water closets or urinals within a toilet room shall not esctend to the ceiling but shall be so constructed as to permit circulation of air throughout the room. All toilet rooms shall be pxovided with �aorkable exte�ior windows or electrical exhaust fans to the ex- terior as requir�d by the I�eating aad Vent ilatiag Code. "
