At all times when an ambulance is in use in the City as an <br /> ambulance, it shall be: <br /> a. fiquipped with a functioning two-way communication system <br /> capable of maintaining communication fYom any area within the City be- <br /> tween the vehicle and the control center thereof, and between the vehicle <br /> and each hospital with�nnthe City; <br /> b. Equipped with equipment and supplies for dressing wounds, <br /> splinting fractures, controlling hemorrage, providing oxygen, combatt- <br /> ing poision, and with devices and equipment for light acce�s and ex- <br /> trication, for removing patients to, and transporting them in, the am- <br /> bulance, which said equip�nt and supplies shall at the minimum be those <br /> listed in Exhibit II and Exhibit III, respectively entitled "Essential <br /> Eqeiipment for Ambulances" and t'Access and fixtrication Equip�nt for <br /> Ambulance Use" in Supplement I, Volnme II� Chapter IV of the Highway <br /> Safety Program Manual of the National Highway Traffic Administration of <br /> the Department of Transportation, copies of which Exhibits are on file <br /> and available for inspection in the office of the City Clerk; <br /> l <br />
