That the xec�mmendation of the Decatux City Plan Commission be received, placed on file and approVed. Section 2. That the Zoning Ordinance of the City oi Decatur, Illinois, the same being Ordinance No. 3512, passed on the 8th day of February, 1960, as heretofore amended, be, and the same is hc�eby, amended so that Section XXI. C. shall provide as follows; C. RESIDEI�TCE DEVEIAPN�NT PLAr1. An authorized agency of the Municipal, County, State or Federal Government, oz the o�ti�er or owners oi any tract of lancl com�rising an area of not less th.an 3 acres, may submit to the City Council oF the City of Decatur, a plan for the use and development o_E alI of the tract o�' land for residential and allied purposes. The development plan shall be refer- red to the City Plan Commission for study and repor�t ana for public hearing. Notice and publication of such public hearing sh�11 conform to the procedures prescrib�d in Sec- �ion XXVII for hearings on changes and amendment. If the Commission approve� the plans, these shall then be submitted to the �ty Council for consideration and action. The ap- �roval and recomme ndations of the Commission shall be accom- panied by a report stating the reasons for approval oT the application and speci_fic evidence and _facts showing that the proposed Residence Development Plan meets the �oll�owing con- cliti ons:
