Rupp <br /> Mayor, City of Decatur <br /> Municipal Building <br /> - Decatur, lilinois 62523 - <br /> Dear Nonorable Rupp: - <br /> The State of illinois, acting by and through its Department of <br /> Transportation, in cooperation with the City of Decatur. in order to <br /> insure the free flow of traffic and to i�sure the safety of the motor- <br /> ing public, proposes to improve FA Route 49 by replacing the Hand rail <br /> on fihe Lake Decatur Bridge, and the addition of an anti-skid surface on <br /> the Lake Decatur Bridge and the Lake Shore Grade Separation Bridge. <br /> In order to advance this improvement whlch is desired by the <br /> City and which will be irnmediately beneficial to the residents thereof, <br /> it is necessary that the City and State agree as to the responsibilities <br /> of each party. This letter and the acceptance thereof by the City <br /> shatl constitute such an agreement. These responsibilities are as <br /> follows: <br /> 1. The State agrees to make the surveys, prepare plans and <br /> specifications, receive bids and award the contract, fur- <br /> -nish engineering inspection during construction, and <br /> - cause the improvement to be buiit in accordance with the <br /> plans, specifications� and contract and to pay all costs <br /> • incident thereto. No additional rightrof-way acquisition <br /> �s required. <br /> 2. Upon completion of the improvement and so long as the I� <br /> route is used as a State Highway� the State agrees to <br /> maintain, or cause to be maintained, the entire improve- <br /> ment.
