The Data Services Director shall be appointed by the <br /> City Manager. <br /> 3. The Data Services Director shall have pov�er to make rea- <br /> sonable rules and regulations, not in conflict with la�v or ordinance, <br /> to govern the activiti�s of said department and its officers and em- <br /> ployees, sui�ject to the directian and control of the City A4anager. <br /> 4.
