The Oom�issiA n :hall, in ccaptration with the Maqor, C3ty Council, C3ty Manager, depart�nts, ageaci�s and officials, •ndtavor to assnre fsir and �qnal treatnent under the law to all cftizens, to prctect ttie rights of all persmas to enjoq public ac- c�odations a�d facilities and to r�ceive �qual trestmeat fro� all agsncies mf the City aad froa alI hcldera of licenaes, contracts and privil�ges fraa the Cit7r aad to asaure �qualitq of c�pportunity for e�lary�wat and advancement in the Citq govern�nt. The Ccmmiss3cn ahall advise and censult aith th� Mayor and City O�uncil in �11 matters 3.�volving racial, sexual, religious or ethnic pr�judices or di�criminatioa and recommend such legislative action as it may deeaa apprcpriate to effectnats the policy cf this ordinance. It shall al�o aeek to accomplish the gcals and purposes for which it has been �stablished thron gh fact finding, sducatian and bringing the facts of discriginatioa to tlze public att�tttion, conciliation and per:uasion. The Cc�mmission shall receive aad invest igate co�plais�ts and initiate its own investigation: of tensiona, practic:es of discrimina- tion and acts of prejadic� against any person or grc�up becan�� of race, sex, r�ligioa or ethnic origia, carrq oa re�sarch, obtain factual data and coadnct hearings to a�ceztain th� statns aad treatment of aembers of a particular sex or of a racial, r�ligic�us or ethnic group in tbe City and the best mea�ns of proqr�s�ively i�pro�ing h�man Y�lations, in the entire City, and aake such recomm�r�dations to tY�e Maqor and City O�nncil as in its judgmeat will effectuat� the pclicq of this ordinance.
