<br /> WHEREAS, the Decatur City Plan Commission, oA May 4,
<br /> 1972, after notice a� required by lave and ordinance, held a public
<br /> hearing upon the petition of the �rporation Counsel of the City
<br /> to a�end the special uae r�gulations of the Zoning Ordinanc�, the
<br /> sa�e being Ordiaance No. 3512, �s amended, to provide therein for
<br /> use of lands within the City for extYactive industrial purpos�s; and
<br /> WHBREAS, said Decatur City Plan (A�ission did recommend
<br /> that the prayer of said petition be granted aad the ordinance amended
<br /> as so propos�d.
<br /> NOW THBRBFORB, BS IT ORDiAINED BY TI� OOUNCYL OF THS CITY
<br /> OF DBC�►TUR, ILLINOIS a
<br /> Section 1. That the report and recommendation of th�
<br /> Decatur City Plan Commission be rec�ived, placed on file and approved.
<br /> Section 2. That the Zoning Ordinance of the City of Decatur,
<br /> Illinois, the same being Ordinance No. 3512, passed February 8, 1960,
<br /> as the sa�ae haa been heretofore amended be, and the same is hereby,
<br /> amended at Section XXI, Special Use Regalations A. SQecial Uses 1. by
<br /> adding thereto the followir�ga
<br /> (q) Extractive uses in the M-2 Heavy Industrial
<br /> District, such as th� excava�ion, removal, stripping,
<br /> surface mining or quarrying af tE►p soil, soil, earth,
<br /> �and, rock, gravel, clay, coal, �inerals, ores or simi-
<br /> lar substances; or, the surface location of shafts,
<br /> min� heads and si�ilar facilities for the subsurface remova� of
<br /> �ch sub�tances; or, the drilling for, exploration for
<br /> or production of oil, ga�, or other liquid or gaseous '
<br /> substances, provided that such aay be conditioned to
<br /> conply with part or all of the followinga
<br /> (1) That a site devdlap�ent plan be sub-
<br /> mitt@d ahowing in detail all facilities and appurten-
<br /> an ces to be placed apon the premises; showing in de-
<br /> tail the manner and aethod of operations and the ar�as
<br /> of the premises to be occupied or affected thereby;
<br /> showing in detail the existing gradient� of the pre-
<br /> mises and how the same will be affected during the pro-
<br /> gresa of operations to and including the ending thereof;
<br /> shcwing existing drains, drainage ways, sewers, utili-
<br /> ties, streets, highwaqs and sinilar facilities upon and
<br /> n�arby the premises and the �ethod and manner of pro-
<br /> teeting them from adverse affect frem the proposed use;
<br /> and, sho�eing such protective or sight break fencing or
<br /> siailar structures a� are proposed to be provided.
<br /> (2) That said sits plan be accompanied by a
<br /> written report of someone expert, experienced and know-
<br /> ledgeable in the subject inatter describing the proposed
<br /> aperations in detail and the manner and nethod of conduct-
<br /> ing the sa�me, vinich report shall describe and set forth
<br /> the affect such operation will have upon the pr emises and
<br /> landa and uses in the vicinity thereof.
