AGREEMENT � FOR TOPICS PROJECT EHST-5169(4) This agreement, entered into thfs ��_� day of , A,D. 1972, by at1r1 between the STATE OF ILLINOIS, acting by and through its DEPARTMENT OF TRANSPORTATION, hereinafter called the STATE, and the City of Decatur, of the State of Iltinois, hereinafter cailed the CITY, WITNESSETH: � WHEREAS, the STATE, in order to facilitate the free flow of traffic and insure safety to the motoring public, is desirous of improving the inter- sections of Decatur and Frankiin Streets (F.A. Route 2, Section 48Z-2-TS) , Jasper (FAU Route 8801) and Lake Shore Drive (F.A. Route 65, Section i28-TS) , and Monroe and Harrison (FAU Raute 8803) including : (1) the installation of traffic control signats at each intersection; and (2) performing al ) ,work necessary to complete the improvement. The tmprovement is designated as City Project 2-72. WHEREAS, the CITY is desirous of said improvement in that same witl be irmnediate benefit to the CITY residents and permanent in �ature: "WHEREAS, the CITY and STATE are desirous of obtaining Federal partici- pation in the cost of the improvement under the requirements of Federal Policy and Procedures Memorandum 21-i8,, Traffic Operations Program to Increase Capaci- ty and Safety (TOPICS) � dated May 13, 1971." NOW, THEREFORE, in consideration of the mutual convenants contained here- in, the parties hereto agree as follows: ��)
