That upon the promulgation and subsequenz esr"ective- <br /> ness thereor" as provided herein oi procedures, ru�es and practices <br /> inconsistent there�vith and limited to tne purpose of temporary employ- <br /> ment with the City, or the suoagents thereof, of employees under and <br /> pursuant to the aforesawd c tract and coopera�ion betti�reen the City <br /> and ihe United States of rlm�ica, e:{isting civil service procedures, <br /> rules and practices be, and the same are hereby suspended. <br /> Section 2. That procedures, rules and practices necessary or <br /> desirable to meet and accord with the provisions of the Act afo resaid <br /> and the cont-ract, rules and regulations relating thereto be, and they <br /> are hereby authorized to be promulgated by the City Nianager, said <br /> procedures, rules and pract�ces to accord with, and be made parallel <br /> with and responsive to existing civil service as nearly as may be. <br /> Section 3. That upon promulgation thereof the sarie shall be <br /> submitted in cvritinc� to the Council and shall become eizective on the <br /> tenth day thereafter unless the Council shali by motion, adopted by a <br /> majority of the Cot�ncil then entitled to be elected, otYierwise direct. <br />
