1 �•1 • , . <br /> e + � <br /> WHEREAS, pursuant to the provisions contained in said <br /> Division 117, as above referred to, said ordinance shall not become <br /> effective until the question of its a.doption has been submitted to <br /> a referendum vote of the electors of said City and ha� been approved <br /> by a majority of the electors voting on the question; and <br /> WHEREAS, in order to comply with the provisions of said <br /> Division 117, as above referred to, bePore the City can proceed to <br /> operate for hire a public utility for the transportation of persons <br /> for the use and benefit of private users and impose char�es for the <br /> use thereof, it is necessary that a proposition to operate such a <br /> public utility and to impose charges for the use thereof be submit- <br /> ted to the electors of the City of Decatur and be approved by a <br /> ma�ority of those voting thereon; and <br /> WHEREAS there are no funds available for the purpose of <br /> _...r�___._._ <br /> payin� the cost of acquiring property necessary or appropriate for <br /> the operation of a public utility for the transportation of persons <br /> within the corporate limits of the said City of Decatur, such <br /> property to be so acquired being referred to and described in the <br /> ordinance hereinabove referred to and adopted by the Council of said <br /> City an the 12tn day of o�tober , 1971, and it will be necessary <br /> to borrow money and in evidence thereof issue bonds of said City <br /> for the purpose of paying the cost of acquiring such property and <br /> before such bonds can be issued, it is necessary that the provisions <br /> of Division � of Article 8 of said Illinois Municipal Code of 1961, <br /> as amended, be complied with and the question of issuing such bonds <br /> be subm3.tted to the electors oP said City and be approved by a <br /> ma�ority of the electors voting on the question at an election <br /> called for such purpose9 and <br /> WHEREAS 3n order that a public utility for the transpor- <br /> tation of persons within the corporate limits of said City of <br /> Decatur may be efficiently, safely and properly operated by said <br /> City to meet the needs of the inhabitants of said City and the <br /> -2- <br />
