' ''p.l . . , . . upon the question of issuing bondg of said City and upon the .ordi- nance providing for the acquisitian of property nece�sary or appro- priate for the operation of a public utility for the transportation of persons within the corpora.te limits of the City of Decatur, Macon County, Illinois, describing the property to be acquired and pro- viding for the borrowing of money and the issuance of full faith and credit bonds of said City to the amount of $250,000 for the purpose of paying the cost of the acquisition of such property and providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds, at an elec- . tion duly called, not3.ced, held and canvassed for that purpose in and for said City, and in compliance with the provisions of said . ordinance duly passed by the Council of sa�d City, signed by the Mayor, published and approved by a majority of the electors of said City voting thereon, in all respects as required by law. It is hereby certified and recited that all acts, condi- - tions and things required by the Consti�ution and laws of the State of Illinois, to exist or to be done precedent to and in the issuance of this bond, have existed and have been properly done, happened and been performed in regular and due form and time as required by l,aw that the indebtedness of said City of Decatur, represented by this bond and� the issue ofl which it forms a part, and including all other indebtedness of said City, howsoever evidenced and incurred, does not; exceed any constitutional or statutory limitation, and that pro- vision has been made for the collection of a direct annual tax, in addition to all other taxes, on a11 of the taxable property in said� City sufficient to pay the interest hereon as the same falls due and � also to pay and dischar�e the principal hereof at maturity. Th3s bond is subject to registration as to principal in � the name of the holder on the books of the City Treasurer, such .re�istration to be ev�.denced by notation of such Treasurer on the back hereof, and after such re�istration no transfer hereof, except upon such book� and simil�:rly noted hereon, sha11 be va,lid unless _?_
