• r, , ., <br /> CHAPTER 21.1 <br /> Cl2IZENS ADVISORY dO�ITTEE FOR THE <br /> WI�RKABLE PROGRAAS FOR CO:��ILTNITY IM- <br /> � <br /> PROVEME?YT OF THE CTTY OF DECATUR. <br /> Section 1. That there is hereby established The Citizens Advisory <br /> Committee for the Workable Program for Community Improvement of the City of <br /> Decatur, Illinois, consisting of 13 residents of the City appointed by the <br /> Mayor with the consent of the City Council for terms of 6 years each, with the <br /> exception of initial appointments which shall be made as follows: 3 members <br /> for a term of 6 years; 3 members for a term of 5 years; 3 members for a term <br /> of 4 years; 2 members for a term of 3 years; and, 2 members for a term of 2 <br /> years, whereafter as each initial term expires, appointment shall bs made as � <br /> aforesaid for a full term of 6 years. The Committee may recommend candidates <br /> to the Mayor and Council for appointment. <br /> Section 2. The Mayor with the consent of the Council shall by appoint- <br /> ment fill the unexpired tezm of any vacancy in the mernbership of the Comraittee. <br /> The Co�amittee may recomriend candidates to the Mayor and Council for appointr�ent <br /> to fill unexpired terms. The �vrd "Committee" when used in this Ordinance sl�all <br /> be construed to mean The Citizens Advisory Committee for the Workable Program <br /> for Conmunity Improvement of the City of Decatur, Illinois. <br /> Section 3. Appointments shall be made by the Mayor in such manner <br /> th at said Committe2 shall be representative of all the community int�zests <br /> and areas, including but not limited to privats neighborhood groups, govern- <br /> mental programs, connected advisory groups and civic groups. Particular emphasis <br /> ahall be given to the inclusion of inembers of the poor and minority gzoups. <br /> Section 4. The Committee shall be appointed to advise in the prepara- <br /> tion of the workable program for community improvement and to act as a foca�l <br /> point of citizen participation, and to provide support for public and pr ivate <br /> -efforts in carrying out said workable program, and as a part thereof, the <br /> Committee shall be, and it is hereby, charged with the duties of advising the <br /> Counc il on the improve:nent program as detailed and developed in said workable <br /> program; the duty of insuring citizen participation and understanding the public <br /> and private efforts in carrying out said program and �rking upon such othex <br /> problems as may from time to time b�e refexred to the Committee or originated by <br /> and within it as may be incl uded within or connected with the workable program. <br /> Section 5. The Committee shall meet ir. regular session not less than <br /> quarterly at such time and on such day as the majority of the members may select <br /> � and may meet at such other times in special session as it may direct. Special <br />� meetings may be called by the Chairman or any two members upon 48 hours notice <br /> to the membersh ip of the Cornmittee. The Comrnittee from its own members s4�a11 <br /> elect its chairman, vice-chairman and sQcretary and shall keep or cause to be <br /> ke�t recozds of its meetings, which records and a 11 actions of the Committee <br /> shall be promptly filed with the City Clerk. <br /> -- / + � <br /> � r - <br />
