, . . ^ . the question to be vo�ed upon; and WHEREAS the Council of said City by proper proceedings adopted and spread upon its records, found that all legal require- ments in connection with said election were duly complied with and that a ma�ority of the electors of said City voting at said election on said question above referred to voted in favor thereofo NOW, THEREFORE, Be It Ordained by the Council of the City of Decatur, Macon County, Illinois, as followse Section l. That it be and it is hereby found and de- termined that the Council of the City of Decatur ha.s been authorized by a majority of the electors of said City voting on the question at an election duly called, noticed, held and canvassed for that pur- pose to issue bonds of said City in the amount of $2,600,000 for the purpose of paying the cost of improving and extending the existi.ng system of surface water drains in and for said City in order to more adequately drain surface waters throughout the City, such improvements and extensions consisting of constructing additional 8rains of vary- ing sizes from 2�- inch diameter through and including 108 inch diameter drains and sewers in, along and under portions of North Morgan Street, North Lowber Street, North Witt Street, East Prairie Street and portions of the Illinois Central Railroad Company right- of-way and the Norfolk and Western Railway Com�any right-of-way in the City, and constructing additional water inlets, manholes, catch basins, outlet structures and including all appurtenances incident thereto and including the acquisition of additional lands and ease- ments across privately owned parcels of land. Secti�n 2. That in order to raise the sum of $2,600,000 needed for the purpose afor�es�.id, there be borrowed by, for and on behalf of the Gity of Decatur, Macon County, Illinois, the sum of $2,600,000 and to evidence said loan negotiable coupon bonds of said City be iseued. Said bonds shall be designated "Surface Water Drainage System Bonds, " be dated December 1, 1970, be of the denomi- nation of $5,000 each, be five hundred twenty in number, be numbered consecutively from 1 to 520, inclusive, and become due serially on -2-
