That the City Code of the City of Decatur, Illinois, at Chapter 62 thereof entitled "Taxi Cabs" and in sec- tion 11 of said chapter be, and the same is hereby amended so that said Section 11 as amended shall provide� �, 11. Nc vehicle shall be licensed until it has been � exa�i.ned at an official testing station licensed by the State of Illinois and a certificate of safety issued thereon and said vehicle is clean, of good appearance, well painted, equipped with a taxi meter and so constructed that the occupants can be plain- 1y seen from the outside of said vehicle at all times. Each such vehicle shall be so tested semi-annually and a report of such test shall be filed in the office of the City Clerk. After any accident involving a taxi cab, the Chief of Police may require that said taxi eab again be t�sted at such official testing sta- tion. 1'!ie City Manager upon recommendation of the Chief ef Police may revoke or suspend the license of any taxi cab not inspected and certified as herein provided or any taxi cab which upon being tested as aforesaid fails to qualify for a certificate of safety or is found to be unclean, not of good appearance, not well painted or not equipped with a taxi meter. Li- censes when so suspended or revok.�d shall not bc re- issued until said taxi cab is made to canform with the provisions of this Chapter. Section 2. That said City Code at said Chapter 62 be, an d the same is here by, amended so that subparagraph (a) of Sec- tion 16 thereof as amended shall provide: (a) Every taxi cab operated on the streets of the City shall have installed therein an operating taxi- meter which has been inspected and found to be accur- a�e and in compliance with the provisions of this Chapter. A taxi meter shall be deemed to be accurate if the distance registered thereby is within 5�b of the neasured test distance traveled by said taxi cab. Section 3. That said City Code at said Chapter 62 be, and the sam� is hereby, amended so that subparagraph (e) of Sec- tion 18 as a�ended shall provide: (e) Waiting time shall be charg�d at the rate of � thirty (30�) cents for each two minutes of waiting 'i or fraction thereof, said waiting time beginning ' t� minutes after the arrival at the place to which said taxi cab has been called, or the time consumed while standing at the direct ion of the passenger, but no chazge shall be made for tiane lost because of the i.nefficiency of the taxicab or its operator, or time consumed by premature response to a call or fro�n any cause for vai�ich the passenger is not responsible.
