0 Illinois Department of Transportation <br /> Office of intermodal Project implementation 1 Bureau of Transit <br /> 69 West Washington Street/Suite 21001 Chicago,Illinois 60602 <br /> September 8, 2016 <br /> John Williams <br /> Mass Transit Administrator, DPTS <br /> City Of Decatur <br /> 1 Gary K.Anderson Plaza <br /> Decatur, IL 62563 <br /> RE: FY2017 Uniform Grant Agreement for the Downstate Operating <br /> Assistance Program <br /> Grant No:OP-17-08-IL,Agreement No. 4724 <br /> Dear Mr.Williams: <br /> The Illinois Department of Transportation, Office of intermodal Project <br /> Implementation has received your agency's Fiscal Year 2017 Downstate <br /> Operating Assistance Program(DOAP)Application.The Department is <br /> conditionally approving the information contained herein pursuant to Section <br /> 74012-11 of the Downstate Public Transportation Act(30 ILCS 740,Article 11). <br /> As you are aware,the State of Illinois has been implementing provisions of the <br /> Grant Accountability and Transparency Act(GATA). Since grantee registration <br /> began July 1,2016,some agencies have had several of their offices register. <br /> These multiple registrations have impeded completion of GATA required <br /> Internal Control Questionnaires(ICQ)and Programmatic Risk Assessments <br /> (PRA). Agencies should thus have only one of their offices register for the <br /> whole agency. While these GATA requirements are only partially completed, <br /> completion Is still required. <br /> The Department is transmitting your agency's FY17 Notice of State Award <br /> (NOSH),and the FYI Downstate Operating Assistance Program Agreement <br /> for partial execution so funding is not delayed any longer. The NOSA contains <br /> grantee specific project requirements that are based on the scores from the <br /> ICO and the PRA that were completed. The NOSA will need to be signed and <br /> returned along with the contract. <br /> The Agreement provides an estimated Downstate Operating Assistance <br /> Program(DOAP)amount based on the budget provided in your agency's <br /> application up to the maximum amount of the FYI State Appropriation in <br /> Public Act 099-0524.Please submit two partially executed Agreements to the <br /> Department. Please remember to include the required Opinion of Counsel and <br /> acceptable board resolution with your partially executed Agreements. Without <br /> these documents,the Department cannot fully execute your Agreement. <br />
