ADVERTISEMENT FOR BIDS <br /> been approved by the City of Decatur City Council and the Illinois EPA, Bid <br /> tabulations will be available on the City's web site at www.decaturil.gov / I <br /> Departments / Public Works under Contractor Project Bid Information; and Decatur <br /> Blue Print's web site at www.decaturblue.com / Plans & Portals / Public Projects / <br /> Decatur Blue DFS Public Plan Room/Project. <br /> 6. All proposals must be accompanied by a BANK DRAFT, CASHIER'S CHECK, <br /> OR CERTIFIED CHECK made payable to Treasurer, Decatur, Illinois, in the <br /> amount of ten percent(10%) of the bid, or BID BOND in the same amount. <br /> 7. The contractor shall at all times during the term of this Contract pay the applicable <br /> prevailing wage for Macon County for the month during which the work is <br /> performed, as determined by Davis-Bacon. <br /> 8. Before the Contractor and any Subcontractor commences work, the Contractor and <br /> any Subcontractor shall have in place a written Substance Abuse Prevention Program <br /> for the prevention of substance abuse among its employees which meets or exceeds <br /> the requirements in P. A. 95-0635 or shall have a collective bargaining agreement in <br /> effect dealing with the subject matter of P. A. 95-0635. <br /> 9. Disadvantaged Business Enterprise and Women's Business Enterprise participation <br /> goals shall be in accordance with the requirements of the Illinois State Revolving <br /> Fund loan program. <br /> In addition, the following Minority Participation Goals for Public Works <br /> Contracts are in effect for this contract: <br /> (1) Ten percent (10%) of the total dollar amount of the contract should be <br /> performed by minority business enterprises; and, <br /> (2) Eighteen percent (18%) of the total hours worked should be performed by <br /> minority workers. <br /> All Contractors shall provide evidence of meeting the City's minority participation <br /> goals prior to the award of this project and prior to all payments made for work <br /> completed or provide the City of Decatur documentation on their good faith efforts <br /> to comply with the participation goals. Required information and documentation is <br /> included in the Project Manual and to be submitted with the bid proposal. <br /> 10. Any contract or contracts awarded under this advertisement for bids are expected to <br /> be funded at least in part by a loan from the Illinois Environmental Protection <br /> Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, <br /> agencies, or employees is or will be a party to this invitation for bids or any resulting <br /> contract. The procurement will be subject to regulations contained in the Procedures <br /> for Issuing Loans from the Water Pollution Control Loan Program (35 IAC Part <br /> 365), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United <br /> States Department of Labor, the Employment of Illinois Workers on Public Works <br /> Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as <br /> contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. <br /> This procurement is also subject to the loan recipient's policy regarding the <br /> 4 <br />
