<br /> CHAPTER 23—DISABLED TRANSIT PASSENGER APPEALS BOARD
<br /> BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF DECATUR,
<br /> ILLINOIS:
<br /> Section 1. That Section 2 of Chapter 7 of the City Code of the City of Decatur be, and
<br /> the same is hereby, amended and modified so that said Section 2 of Chapter 7 shall provide as
<br /> follows:
<br /> 2. APPOINTMENT AND REMOVAL. The City Manager shall have the power and
<br /> authority to appoint and remove at will the Deputy and Assistant City Managers, all directors of
<br /> departments, all deputy and assistant department directors, fire marshals, battalion chiefs, police
<br /> personnel above the rank of sergeant, division managers, administrative secretaries, executive
<br /> assistant, administrative assistant, members of the Legal Department, Personnel Specialists,
<br /> Training Officer, Human Rights Officer, Systems Administrator, Senior Systems Analyst,
<br /> Systems Analyst, Budget and Revenue Officer, Risk Management Assistant, Water Customer
<br /> Service Manager, Water Customer Service Supervisor, Street and Sewer Maintenance
<br /> Supervisor, Civil Engineer I, Civil Engineer Il, Assistant City Engineer, GIS Specialist, Fleet
<br /> Supervisor, Water Production Maintenance Supervisor, Water Production Operations Supervisor,
<br /> Engineering Services Coordinator, Supervisor of Technical Services, CAD System Coordinator,
<br /> Police Records Supervisor, Water Distribution Supervisor, Water Metering Supervisor, City
<br /> Forestry and Property Supervisor, Foreman, Economic Development Officer, Building
<br /> Inspections Manager, Senior Planner, Planners, Planning and Development Manager,
<br /> Development and Revitalization Specialist, Senior Crime Analyst, Crime Analyst, Emergency
<br /> Communications Manager, Emergency Communications Supervisors,Neighborhood Inspections
<br /> Administrator, Neighborhood Program Specialist, Enterprise Zone Administrator, and temporary
<br /> and seasonal employees.
<br /> Section 2. That Sections 8, 9 and 10 of Chapter 10 of the City Code of the City of
<br /> Decatur be, and the same are hereby, amended and modified so that Sections 8, 9 and 10 of
<br /> Chapter 10 shall provide as follows:
<br /> 8. ASSISTANT CITY MANAGERS. There is hereby created the office of Assistant
<br /> City Manager, the occupants whereof shall be appointed, and may be removed, by the City
<br /> Manager at will. The Assistant City Managers shall have such duties and responsibilities, and
<br /> direct and administer such departments, as are assigned by the City Manager and this Code.
<br /> Effective June 1, 2017,the office of Assistant City Manager shall be eliminated, and the office of
<br /> Deputy City Manager shall be created, the occupant whereof shall be appointed, and may be
<br /> removed, by the City Manager at will. The Deputy City Manager shall have such duties and
