COUNCIL MEMORANDUM <br /> #2017-04 <br /> DATE: February 2, 2017 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> SUBJECT: Departmental Reorganization <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve the <br /> attached ordinances amending various chapters of the City Code regarding the establishment of a <br /> Human Resources Department, a Department of Economic and Community Development, and <br /> an Information Technology Department, and the consolidation of the Water Management <br /> Department within the Public Works Department. <br /> BACKGROUND: As a means of finding greater efficiencies in administrative operations and <br /> reductions in costs, an organizational restructuring is being proposed that will "flatten" the <br /> organization. The restructuring will encompass all of the following steps, as the reorganization <br /> is completed in the coming months: <br /> • Establishing a Human Resources Department and Director <br /> • Establishing an Economic and Community Development Department and Director <br /> • Incorporating Neighborhood Services Department functions into the Economic and <br /> Community Development Department <br /> • Moving the Mass Transit Division to the Economic and Community Development <br /> Department <br /> • Placing the following additional divisions in the Economic and Community Development <br /> Department: <br /> o Economic Development <br /> o Planning and Sustainability <br /> o Building Inspections <br /> o Neighborhood Inspections (Code Enforcement) <br /> • Placing the City Clerk's Office under the direct control of the City Manager <br /> • Establishing an Information Technology Department and Director <br /> • Eliminating one Assistant Corporation Counsel position in the Legal Department <br /> • Relieving the Legal Department of supervision for the Neighborhood Inspections <br /> Division <br /> • Incorporating the functions of the Water Management Department into the Department of <br /> Public Works <br /> • Creating the position of Deputy City Manager <br /> • Eliminating both Assistant City Manager positions through attrition <br />
