Item Coversheet Page 1 of 2 <br /> Public Works <br /> DATE: 2/13/2017 <br /> MEMO: 2017-12 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Richard G.Marley,P.E.,Public Works Director <br /> SUBJECT: <br /> Resolution to Reject All Bids for the LED Lighting Retrofit Project,City Project 2017-05 <br /> SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution rejecting all bids <br /> for the LED Lighting Retrofit Project,City Project 2017-05. <br /> BACKGROUND: <br /> General Project Description <br /> In 2016,the National Retrofitting Group(NRG)proposed to perform a lighting retrofit review for the City. On January 17,2017, <br /> NRG presented the City Council with the information they had gathered on lighting in several City facilities,street lights and <br /> parking lots. They also informed the City of grant opportunities offered by the Illinois Department of Commerce&Economic <br /> Opportunity(DCEO). <br /> Following the January meeting,it was determined that the City should prepare a bid package for the lighting retrofit project. <br /> Accordingly,bids were solicited beginning January 24 and opened on February 3,2017. The short time frame was necessary in <br /> order to meet the grant deadlines required by the DCEO grant. The bids received were substantially greater than anticipated. <br /> Bid Rejection Recommendation <br /> Following a review of the bids by City staff it is recommended that the City Council reject all bids to allow the project to be <br /> reevaluated. <br /> SCHEDULE: The project will be revisited at a later date. <br /> PRIOR COUNCIL ACTION: This project was presented to the City Council in a study session held on January 17,2017. <br /> POTENTIAL OBJECTIONS: There are no known objections. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Richard G.Marley,Public Works Director,and Matt Newell,City Engineer.Richard Marley will be in <br /> attendance at the City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: No budget impact is expected with this bid rejection. <br /> Staffing Impact: Staff time has been allocated for this project. <br /> COPY: <br /> Egizii Electric,A Division of EEI Holdings,Inc. <br /> Bodine Electric of Decatur <br /> ATTACHMENTS: <br /> https://decatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1035 2/17/2017 <br />
