Marley, P.E., Public Works Director <br /> SUBJECT: <br /> Resolution to Approve Professional Engineering Services Agreement with Crawford, Murphy and Tilly, Inc. for the Lost <br /> Bridge North Basin and the Florian Basin Inflow and Infiltration Reduction Project <br /> City Project 2017-02 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to sign, and the City <br /> Clerk to attest, a Professional Engineering Services Agreement between the City of Decatur and Crawford, Murphy and <br /> Tilly, Inc. (CMT)to provide professional services for the Lost Bridge North Basin and the Florian Basin Inflow and <br /> Infiltration Reduction Project for a fee of$688,578, plus a contingency amount of$34,430, for a total not to exceed fee <br /> of$723,008. <br /> BACKGROUND: <br /> The City of Decatur and USEPA entered into an Administrative Consent Order(ACO)on October 22, 2015. The ACO <br /> major requirements are to provide the following: <br /> 1. A Capacity Management, Operations, and Maintenance (CMOM) program. The CMOM program provides a <br /> comprehensive review of the City's sewer collection system asset, including system management, maintenance, and <br /> capital improvement funding. <br /> 2. A Sewer System Alternatives Analysis (SSAA)for areas in the City identified as experiencing sanitary sewer <br /> overflows (SSOs) and sewer back-ups during storm events. The analysis focuses on efforts to eliminate storm water <br /> from entering into the separate sanitary sewer system and to better manage storm water entering the combined sewer <br /> system. <br /> The Administrative Consent Order requires that the work identified within the CMOM and SCSAA be completed by <br /> December 31, 2018. The Florian Basin and the Lost Bridge North Basin areas are identified within the SCSAA and <br /> are required to be completed by December 31, 2018 to meet the ACO deadline. <br /> Request for Qualifications and Proposals (RFQP) <br /> The City of Decatur advertised a RFQP to provide professional services for an Inflow and Infiltration Reduction Project <br /> within the Lost Bridge North and the Florian Sewer Basins on November 10, 2016. On December 7, 2016 the City <br /> received proposals from the following firms: <br /> 1. AECOM, Chicago, IL <br /> 2. ARCADIS, Chicago, IL <br /> 3. Bainbridge, Gee, Milanski and Associates, Inc. (BGM), Decatur, IL <br /> 4. Clark Dietz, Inc, Champaign, IL <br /> 5. Crawford, Murphy and Tilly, Inc. (CMT), Springfield, IL <br /> 6. Donohue and Associates, Champaign, IL <br /> 7.
