11:550Psaa m3 . <br /> 15.2 Limited Liability to Others. <br /> Except as otherwise expressly provided herein, the City shall not be obligated to make <br /> any payments to any person other than the Redeveloper(and its permitted assignees), nor <br /> shall the City be obligated to pay any contractor, subcontractor, mechanic, materialman <br /> providing services or materials to the Redeveloper for or in respect of the Development <br /> Project. <br /> 15.3 Binding Upon Successors in Interest. <br /> This Agreement shall be binding upon and inure to the benefit of all the parties hereto <br /> and their respective heirs, successors, administrators, assigns or other successors in <br /> interest. <br /> 15.4 Titles of Paragraphs. <br /> Titles of the several parts, paragraphs, sections or articles of this Agreement are inserted <br /> for convenience of reference only, and shall be disregarded in construing or interpreting <br /> any provision hereof. <br /> 15.5 Notices. <br /> All notices, requests, consents, approvals, demands or other instruments required or <br /> permitted by this Agreement shall be in writing and shall be executed by the party or an <br /> officer, agent or attorney of the party, and shall be deemed to have been effective as the <br /> date of actual service, if personally served, or as of the third (3rd) day from and including <br /> the date of posting, if mailed by registered or certified mail,return receipt requested, with <br /> postage prepaid, addressed to: <br /> the City: with copies to: <br /> City Clerk Assistant City Manager <br /> One Gary K.
