Item Coversheet Page 1 of 1 <br /> Public Works <br /> DATE: 3/27/2017 <br /> MEMO: 2017-25 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Tim Gleason,City Manager <br /> Richard G.Marley,P.E.,Public Works Director <br /> SUBJECT: Ordinance Establishing an All Way Intersection at West Prairie Avenue and North Edward Street. <br /> SUMMARY RECOMMENDATION: Staff recommends the approval of the attached Ordinance establishing an all way stop <br /> intersection at the intersection of West Prairie Avenue and North Edward Street. <br /> BACKGROUND: <br /> February 23,2017—Traffic&Parking Commission approved a request from City staff recommending that an all way stop at the <br /> intersection of West Prairie Avenue and North Edward Street be established. <br /> A resident notified City staff of observed numerous accidents at the intersection of West Prairie Avenue and North Edward Street. <br /> Upon the review of accident reports and from staff observations at the site,some of the traffic currently treats the intersection as if <br /> it was an all way stop intersection even though stop signs are only facing Prairie Avenue currently.Based on accidents and the <br /> traffic volume the accident rate is high enough to warrant a change in traffic control and since an all way stop seems intuitive to <br /> some of the traffic,an all way stop was recommended. <br /> The Traffic and Parking Commission's recommendation is attached with the ordinance for Council's review. <br /> SCHEDULE: Stop signs are typically installed within 14 days of approval. <br /> PRIOR COUNCIL ACTION: None <br /> POTENTIAL OBJECTIONS: No objections anticipated. <br /> INPUT FROM OTHER SOURCES: Traffic&Parking Commission <br /> STAFF REFERENCE: Richard Marley,Public Works Director,and Matt Newell,City Engineer.Richard Marley,Public Works <br /> Director,will be in attendance at the City Council meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Budgetary impacts are approximately$250 for the installation of the requested signs and pavement markings. <br /> Staffing Impact: Approximately 2 hours of staff time to make and install the signs. <br /> ATTACHMENTS: <br /> Description Type <br /> 2017-25 Ordinance Ordinance <br /> 2017-25 Location Mao 11ackuh Material <br /> 2017-25 Excerpts from T&P Meeting 13aclu111 Material <br /> https:Hdecatur.novusagenda.com/AgendaWeb/CoverSheet.aspx?ItemID=1076 4/3/2017 <br />
