City Council Memorandum <br /> No. 2017-08 <br /> March 27, 2017 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason, City Manager <br /> Wendy Morthland, Corporation Counsel <br /> Susan Kretsinger,Neighborhood Inspections Administrator <br /> SUBJECT: Weed Removal Contracts <br /> RECOMMENDATION: An item on the agenda for the meeting of April 3, 2017 is a resolution <br /> authorizing action regarding Weed Removal Contracts. City staff recommends approval. <br /> BACKGROUND: This is the second time the City has solicited bids to hire individual <br /> contractors to mow lots owned by the Macon County Trustee at various locations throughout the <br /> community. <br /> The City of Decatur accepted bids for removal of grass and weeds from lots owned by the <br /> Macon County Trustee that have failed to comply with Chapter 48 Section 8 of the City Code of <br /> Decatur. The City is divided into 21 Districts with each District ranging from 11 to 63 lots. <br /> Bid Specifications and Scope of Work are: The Contractor shall provide all labor, tools and <br /> equipment to cut weeds and grass from Macon County Trustee owned lots (a lot is defined as <br /> having one Macon County tax identification number and specified in the official legal <br /> description, no other description is acceptable) in the City of Decatur. The Contractor will <br /> accept the responsibility of cutting weeds and grass from vacant properties with weeds and grass <br /> cut to a height of less than three (3) inches and bushes and trees less than one (1) inch in <br /> diameter cut and removed. The contract period shall be from the date of award through <br /> December 31, 2018. <br /> The City of Decatur will issue a work order on each job assignment describing the work to be <br /> performed. The work order must be picked up within 24 hours after notification and completed <br /> within ten (10) days after receipt. If, after ten (10) days, the work order has not been completed, <br /> the work order will be withdrawn and reissued to another mowing contractor. Failure to perform <br /> within ten (10) days may be considered a default. The Contractor will be paid for each work <br /> order completed on an individual lot. The Contractor shall not complete the work if it does not <br /> match the description on the work order. The completed work orders shall be returned to the <br /> Neighborhood Services Department. <br /> The Contractor will be responsible for placing any large materials and/or debris in a central <br /> location OR curbside for clean up by the City of Decatur. The Contractor will notify the <br /> Neighborhood Services Department,who will then initiate the appropriate process for removal. <br />
