Later in July 2016,the City learned it was not selected for a
grant.
In order to prepare for the next anticipated round of TIGER grants, the City asked for a debriefing from the US Department of
Transportation to learn of short-comings in the City's grant application. Staff was advised that the most significant short-coming
was that the City is not far enough along on the project to compete well against other applicants. The DOT officials advised the
City to take steps to move the project along towards implementation including acquisition of needed rights-of-way. The City still
had access to slightly more than$2.0 million in Illinois Job Now!Grant funds, but those funds were currently obligated to pay for
an engineering design contract. City staff discussed options with the Illinois Department of Transportation grand administrators
and learned that the funds could be re-allocated for the purchase of rights-of-way provided that the engineering services agreement
fund obligation was removed by terminating the engineering design agreement with AECOM.
CONTRACT TERMINATION PROCESS: The City's Professional Engineering Service Agreement contains a termination
provision. The City may terminate a contract provided the Consulting Engineer is given not less than fifteen(15)calendar days
prior written notice of the intent to terminate, and an opportunity for consultation with the City prior to termination. That process
has been followed and completed.
PRIOR COUNCIL ACTION:
1.
