Over Under Dunn Company $1,738,929.42 $483,224.69 $2,222,154.11 (9.96°/x) Engineer's Estimate $1,953,851.61 $514,020.23 $2,467,871.84 ------ Three contractors took out bid packages for the Local MFT Street Improvement Asphalt Project, and two submitted bids. One of the bids was deemed non-responsive. Dunn Company provided the lowest responsible bid at 9.96%below the engineer's estimate. The lower bids can be attributed to higher quantities resulting in lower prices compared to previous years. The sum of alternate bid prices is for work associated with Sunderland Drive, Sheffield Drive, Sheffield Court,Newcastle Drive, Southampton Drive,Forest Avenue, and North Fork Road and were listed as alternates separately in case bid prices came in low. Since the bid prices came in lower than estimated,the alternate bid streets will be a part of this project and the total bid price will be awarded as part of this contract. Dunn Company has successfully completed many jobs of this type for the City. Contractors for City Projects shall comply with City Code Chapter 28, Article 10, "Minority Participation Goals for Public Works Contracts." Contractors for City projects shall make a good faith effort to comply with the following minimum goals: 1. Ten(10)percent of the total dollar amount of the contract should be performed by Minority Business Enterprises if subcontracting opportunities are available; and, 2. Eighteen(18)percent of the total hours worked should be performed by minority workers. Subcontracting is not a requirement for City Projects. Dunn Company will self-perform 97.51%of the contract and the other 2.49%will be performed by Minority Business Enterprises. Dunn Company has provided documentation showing a good faith effort was made to comply with the goals. SCHEDULE: Following approval of the contract by the City Council work on this project shall begin after a "Notice to Proceed"has been issued from the City. The Asphalt Street Improvement project is scheduled to be complete by September 29, 2017. A final project report will be prepared for Council at the end of the project. BUDGET/TIME IMPLICATIONS: Budget Impact: Funding for this project is allocated in the Local Motor Fuel Tax Fund, the Water Main Replacement Fund and Sanitary Sewer Fund. Water valve box replacements will be funded by the Water Department out of the Water Main Replacement Fund ($4,095). Sanitary sewer manhole replacements will be funded from the Sewer Fund ($75,900). It is proposed that a total project expenditure of$2,222,154.11 be authorized which includes $2,142,159.11 of Local Motor Fuel Tax and the amounts from the other funds listed.
