4 <br /> STUDY SESSIONS <br /> Nature of Agenda <br /> Policy: <br /> Insofar as possible, all items of a major or controversial nature shall be placed on a study <br /> session agenda prior to being placed on the City Council agenda. <br /> Staff Responsibility: <br /> It shall be the responsibility of all Department Directors to consult with the City Manager <br /> before placing a questionable topic on the regular City Council agenda. <br /> VACATION <br /> Notice to Abutting Owners <br /> Policy: <br /> All property owners with land abutting a piece of property which is under consideration <br /> for vacation, shall be served proper notice before the City Council takes action on the request. <br /> Staff Responsibility: <br /> The processing of vacation requests shall be handled by The Department of Economic <br /> and Community Development. <br />
