Item Coversheet Page 1 of 1 <br /> City Clerk <br /> DATE: 5/30/2017 <br /> MEMO: 2017-12 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council <br /> FROM: Tim Gleason,City Manager <br /> SUBJECT: 2017 AFSCME Local 268 Collective Bargaining Agreement <br /> SUMMARY RECOMMENDATION: Staff recommends that City Council approve the attached ordinance regarding the 2017- <br /> 2020 AFSCME Local 268 labor agreement with the City of Decatur. <br /> BACKGROUND: <br /> The general service employees' labor agreement with the City expired on April 30,2017 and for a number of months the parties <br /> have undertaken traditional bargaining to reach a successor agreement. The terms of that agreement were ratified by Union <br /> membership on May 30,2017 and Staff recommends that this agreement be approved by Council. <br /> Terms of the contract include residency within City limits for the first 5 years of employment for new hires; annual across-the- <br /> board wage increases of 1.75%for the first 8 months of the contract,2.25%per year for each of the next two years,and 2.0%the <br /> final year; annual employee health insurance premium contribution changes that equal the overall percentage premium change <br /> each year,to a maximum of 8.5%per year•,participation in the City's 4-tier health insurance plan in 2018; a Medicare supplement <br /> alternative for new retirees; random drug testing for all bargaining unit employees; additional vacation days for employees with <br /> more than 25 years of service;an incentive pay schedule increase;limitation on the use of compensatory time to 80 hours per year <br /> per employee;an increase of 24 hours in"undocumented"sick leave use;a limitation of 12 months for non-duty related leave;and <br /> various other changes in language. <br /> POTENTIAL OBJECTIONS: There are no known objectors to this agreement. <br /> INPUT FROM OTHER SOURCES: None. <br /> STAFF REFERENCE: Questions regarding the agreement should be directed to Tim Gleason,City Manager,at 424-2801 or <br /> tgleason@decaturil.gov. <br /> BUDGET/TIME IMPLICATIONS: This is a three year,eight month agreement expiring December 31,2020.
